Senate Appropriations
Committee recommends current services funding for HOPWA for FY2005 of
$294.8 million.
On September 21 the
Senate Appropriations Committee approved funding for the Housing
Opportunities for Persons With AIDS Program at the level requested in
the President’s budget of $294.8 million (The House Committee
recommended slashing the program to $282 million in action in July).
The Committee indicates that 73,700 individuals can be assisted with
this funding. In other action the Committee funded the Section 8
housing choice voucher program at $20.7 billion, an increase of more
than $2.2 billion over the President’s request, a funding level that
accommodates full funding of all existing vouchers. The Committee
expressed concern over both HUD’s failure to implement the voucher
provisions of the FY2004 appropriations act as well as the increasing
cost of the section 8 program and its impact on funding of other
housing programs. Homeless assistance grants were funded at the
FY2004 level of $1.26 billion. The 811 program of housing for persons
with disabilities grew to $250 million, an increase of $950,000 over
